I have the honour to inform Your
Lordship that in July last the Viceroy of the Two Kwang
Provinces addressed a letter to His Majesty's Consul-
-General at Canton stating that Sun Mel brother of the
notorious Sun Yat-sen and one Tseng Kung-yuan, whom he
described as revolutionaries, were holding secret meetings
in this Colony at which plots against the Chinese Govern-
-ment were planned.

The Police reported that the two
persons referred to were residing at Kowloon City and that
they were engaged in inducing persons to join an Anti-
Dynastic Association with a view to promoting a rising
against the Chinese Government during the autumn of this
year in the Kwangtung Province.
After considerable trouble the
Police succeeded in introducing an informer - a shopkeeper.
